I have a question!!!!

In our ideas there is nothing which is not innate in the mind or faculty of thinking, except only those circumstances which point to experience; the fact, for example, that we judge that this or that idea, (which we now have present to our thought), is to be referred to a certain external thing, not because these external things transmitted the ideas themselves to the mind through the organs of sense, but because they transmitted something (which gave it the occasion to form these ideas), by means of an innate faculty, at this time rather than at another. -Question- This is a terribly long sentence. Actually I couldn’t understand of this. however if I understood of two points then I could understand of this. Can you explain of inside blank part?
