We often use the present perfect tense to either talk about a recent activity or when the time period has not finished. So if you want to use this form in your sentence, you need to follow the pattern ‘has/have + the past participle of the verb’. For example: I have seen three movies this week. The week is not yet finished so it is an ongoing activity at the present time. With your sentence, you can say “She has been married for nine years”. Simply saying “She’s got married” is not possible because the act of ‘getting married’ is a one-time thing. You only do it once and it is not really a continuing action. So you can just say “She has been married for nine years” or “She got married nine years ago”. It is not logical to use one-time verbs in making present perfect sentences.
With your second question, you can use them interchangeably. But it depends on the question. For example: if I ask you “Do you ever get late?” of course you will answer “I don’t get late.” It’s better to hear that than “I’m not late”, you can use the latter if the question is something like “Are you late?”
