If tattooing by non-medical tattoo artists becomes legal, what rules should the government set?

Starting from 2027, non-medical professionals will be allowed to do tattoo treatment. In 2021, there were an estimated over 350,000 tattoo artists according to the Ministry of Health and Welfare. New regulations will allow people to protect not only consumers by getting tattoos safely but also artists because they will be protected as legal professionals. If tattoos become legal, there will be growing number of people doing tattoos. Therefore, there should be regulations to ensure safety. This is because most of the tattoo artists come from aesthetic background and lack medical knowledge. There is a concern that tattooing has detrimental physical impact because it damages skin and interferes with cancer diagnosis. To minimize the risk, the utensil and facilities used for tattooing should be clean and hygienic. Since South Korean tattoo artists were famous for their unique and unequivocal design even when they used to be illegal, government should put more attention to ensure safety.
