It became more expensive to live in the cities. Especially it can motivate younger generation to move because of rising unemployment and difficulties of buying a house in cities. Many rural areas in Korea are adopting this policy. However, this trend can deteriorate financial solvency of these towns which have already suffered from major loss for few years. For example, there has been a case in Korea that people moved to cities after fulfilling two years. If I were the town leader, I would reinforce the infrastructure components. These can include attracting private capital for amenities such as schools, major supermarkets and play facilities for children. Also, there can be road or high-speed internet which can turn isolated areas into viable homes for telecommunicator.
