If you were President of Korea, what would you do to improve Koreans' health?

In order to improve public’s health, the government should prohibit companies from producing or selling harmful products such as cigarettes, liquor, unhealthy beverages, etc.Casino or online gambling should be banned as well. However, I’m mature enough to be aware of the fact that even the president is not able to execute her power to implement policies on her own initiative although she relatively has stronger power than other politicians. Haven’t you noticed how even Obama who is the president of the most powerful country in the world has struggled to pass his bills for the health care system, immigration policies, or the way of engagement in Syria or Iraq’s civil war? A bill should be passed by congress where his opposition party, Republican, is dominating. In a democratic government, president cannot do everything by himself/herself. Checks and Balances of three powers (administrative, legislative and judicial) are emphasized to keep one party from acting a totalitarian.
