Is it always necessary to find new solutions to problems?

I don't think we always necessary to find new solutions problems. There is a word "Wen Gu Zhi Xin" which means "review the past if we want to know about the future." Past peoples are already fully experienced various kind of problems and they left good examples to solve that problems. So most case, we can get good solutions to solve problems. However, unfortunately as a result of internet development there are so many new problem types that we can't apply old people's wisdom. So in that case, we must have to consider the new solutions. For example, there were no laws about automatic cars. But it is already developed and waited to be commercialization. So we have to set new laws.
