It is unfair to blame a country for their speed of investigation. This is because each country has their own procedures and know-how of dealing with cases. Also, many countries prioritize the cases related to their nationals. Accordingly, international cases are often neglected or pushed back from the priority lists. However, it is unfair if the crime suspect is its own national and many foreigners died because of the incidents. Additionally, it is unfair if other countries showed their willingness to help but reject the goodwill and process slowly. For example, many Korean national died and captured in Cambodia. Since Cambodian government blame Korean national and not cooperating with Korean authorities, many people are angry and express hatred to Cambodia.
