I think which one is worse depends on the situation and intention. Typically, liying intentionally is regarded as more negative. Because, it actively deceives someone by distorting the truth. This kind of actions damages trust and hurt relationship. On the other hands, hiding the truth with silence is not transfer information directly, it can be lead misunderstanding due to absence of improtant fact. Especially, if there is a information that the other part have to know but you hide it, it is hard to regarded as a responsible action. In conclusion, both actions have a problem not to be honest, but the result can be different depends on the situation.
