Is knowing grammar more important than knowing vocabulary?

I speak English and Japanese. I have tried to learn Chinese, but given up after studying three months because it was too difficult. When I traveled to a foreign country, I never tried to communicate with local people in their local language except English because I did not know other languages. If I had to learn their local languages just for a short stay like traveling, I would rather try to pick up some words than learning grammar. Unless you want to learn a language completely, it would be better for you to know some words to communicate because knowing grammar won’t be helpful for communication at all. When you travel, you might want to have a short conversation with local people, but you do not have much time to learn their language. In the case, the best option is to memorize some words or simple sentences rather than learning grammar which might require long time to master. However, when you learn a language fully, knowing grammar is as important as knowing vocabulary.
