Is making eye contact important in your culture?

In my opinion, I think making eye contact is important.

But I don\'t think my culture regards eye contact as important factor when they communicate each other.

Because a lot of people who I met didn\'t contact their eyes when they were talking.

They just stared at another things especially floor, touching their hairs.

And it made me feel that they weren\'t concentrated.
