partial English correction

When we usaually ask native speakers for proof reading of some essay. we usually receive the feedback of proof reading which have only partial correction feedback. Most Korean suffers due to limited expression,idiom, vocabulary,sometimes broken Eglish. Nevertheless, only partial correction happens all the time by native speakers, such as only partial correction of "a" "the" "of" etc. with no basic structure of sentence and expression c[이름]ged or correted on it. So, when I need official letter or important essay, I always have the native speakers write the letter or essay all by himself. All I do in advance is, to tell him those points and purpose and background of the letter by way of spoken English so that I can get genuine proper feedabck. In this "POWER ENGLISH" homework, I want to have some of complete English Correction service rather t[이름] the partial correction. But,no other choice for me, if it is the Filipino's limitaion reason compared to Amercan instructors.Otherwise, help me.
