Should governments monitor religious groups to prevent political abuse, or would that violate freedo

In my perspective, government should monitor religious groups even though it would eventually inhibit their freedom. In South Korea, religious groups enjoy various benefits. The typical example is tax benefits. Clergy get exemption on some expenses and individual receive tax breaks for donations to religious bodies. Also, the government subsidize to maintain and develop historic religious sites favoring various Buddhism and Confucianism temples. These benefits have benefited various religious groups to spread rapidly in Korea and uphold freedom of religion. However, this benefit also led to a drastic increase of pseudo-religion. There are over 300 hundred active cults and thousands of unofficial spiritual groups. These groups frequently draw controversy such as Shinchunji contributed to mass spread during COVID-19 and Unification Church which has allegation of bribing previous administration. Many religious groups are now committing crimes which require close attention from government.
