Some people argue that if people can't express themselves democratically-for instance if they can't

It is a matter of chicken or egg. The governments say that they crack down protesters because they violate laws when staging protests. Protesters rebut it saying that their freedom of expression is suppressed. When they express their opinions in a democratic way, the government won’t listen to. They say that unless they stage violate protests, nothing will change. They further go to say that laws have been made to protect the interest of the privileged who already have power, not for ordinary citizens, so they have to challenge the laws and authorities. We’ve seen historic democratization movements in many under developed countries. They were willing to go against laws, being put in a jail, and even sacrifice their lives in order to secure democratization from the brutal dictatorships. It is regarded as a virtue for them to disobey and stand up again the laws. So it all depends on circumstances and the level of civilization of countries to judge whehter it is justifiable or not.
