I think listening is more difficult than speaking because Even if I do not know the word or vocabulary exactly I can speak using the other word or explain the meaning of the vocabulary what I want to say that. However I am not able to listen to English If I do not know the vocabulary or pronunciations I can not understand by myself, so I have to ask the speaker the meaning or repeat again.
