What are some ways Korea could encourage more domestic adoption (adoption within the country)?

Since Koreans favour blood connections and it has been deeply rooted in society, it would be extremely difficult to encourage domestic adoptions. In Korea, adoptions are done by people with good hearts or those suffering from infertility. Aside from those people, it is extremely rare. This trend has been one of the reasons international adoption has been active. Foreigners are less hesitant to accept strangers as family. Since financial incentives or policy measures would not positively impact adoption, there should be a movement to change public awareness among the Korean people. The only measure that I could think of is to change the policies to allow single or same sex couples to adopt a child. The former are prohibited from adopting because they cannot prove financial stability, and the latter type of marriage is illegal in South Korea, which is not protected by family law. However, these are the people who want adoption the most because they cannot have their biological child.
