What can I do?

My younger borther took an entrance exam for college like SAT. He didn't do as good as he expected and wanted to. And this was his second challenge so he seems depressed or devastated. He sometimes says that he thinks that he is unfortunate since he did his best but he didn't get the result he wated to. I told him that is not just about fortune, that is the difference of efforts or self-confidance. My friends also said that she realized there are something she can't do when she took the same test. I've been trying to think that I can do if I do my best since I've experienced many times I reached the goal when I put a lot of efforts. So, I'm confused. If there are something I can't do, I'd better not to say you can do everything you want if you work hard.
