If the question means that someone receives welfare illegally although he/she has a job, then it is the problem because the welfare system has been intended to help people who are not able to work for valid reasons. If the question refers to people who receive welfare and work to earn money without violating laws, I do not see any problems. Shouldn’t we encourage people who receive welfare to work? Many governments actually run various rehabilitation programs for homeless people who receive welfare. We have to teach those people how to fish rather than just giving them fish, so that they can live by themselves without help from others. There are countries that have great welfare systems, but they suffer from the side effect that people do not make effort to get a job, instead they depend on the welfare. Who want to sweat over hard work even though you are given money from the government?
