What is the difference between staring and making eye contact?

To me, making eye contact with someone means that I want some sort of connection with the person who I\'m talking to. When I want some attention from someone the I try to making eye contact. I think when I staring someone that means it\'s not that important to pay attention but I have to listen or I have to say something. It\'s quite hard to talk about the difference between staring and making eye contact in short. Anyway, I think that making eye contact means try to have spiritual connection but staring means that no spiritual connection is necessary.
