What would be the first to care

There is no doubt the safety of human would be the first priorty to care. Until they figure out what the problem is, they should stop running the train with unknowm troubles. They might think that a little behind of the schedule or sudden stop on the rail road is not severe enough to care or stop running. However, they don't even know what it will cause other problems and what the cause is. All they can do in this situation to prevent from a big accident which hasn't happen but might happen in the future is to stop running the troubled train.
