When someone is rude in a public place, do you say something or try to ignore the person?

When I face a situation where someone behaviors badly in a public place such as restaurants, theaters, and subway stations, I feel annoyed. It makes me frown all the time. However, I often remain quiet without saying a word to him or her. To be honest, I don’t have courage to say something to him especially when he looks forbidding. I occasionally mutter about his/her rudeness or bad manner, but not to the level to have him/her heard clearly. One of the most irritating thing to me is that a person throws a cigarette butt out of window of his/her car while driving. There is a law in Korea that if he is caught throwing it away, he has to pay a fine. However, it is not easy to catch them when they drive. On the contrary, I sometimes ask myself whether I am a person who is polite, kind and respect others. Remembering the quote in the Bible that anyone who has no sin in their life should step forward and throw the first stone, I am also a person who is entitled to criticize others.
