Which is better between online learning and face-to-face learning. Why?

Around ten years ago, Korea made a law to promote a e-learning which means online learning. While many people were against the law because it had no merit comparing to face-to-face learning and the law undermined the face-to-face learning, I am confident that the e-learning have many advantages. First of all, it makes people take a lesson anytime and anyplace if there is free time and web appliances. Because our contemporaries are very busy, they can't afford to go to take a face-to-face learning. Secondly, it make us to attend a lesson for simulation. There are many lessons which is very expensive and dangerous. For example, it is very expensive for a pilot to take a airline to learn how to drive the airline. It is very dangerous for a miner to go to underground to learn how to extract a mineral resources. A online learning enables them to take a lesson in their house through online simulation. Thirdly, we can take a lesson cost-effectively. We can copy and record the lesson easily.
