I'll say it from the different view. I think that the answer is in the architecture. From the past to today, korea have never had severe earthquake yet. Thus the architect didn't keep the earthquake in mind and many buildings are weak to earthquake. When magnitude 5.4 earthquake happened in pohang last year, we had a lot of loss and the college entrance exam was delayed for a week. On the contrary, japan,located in circum-pacific seismic zone, often undergo that size of magnitude. So they prepared for the earthquake by building more solid house and training people how to handle the earthquake situation. That's why there's a difference of damage.
