Why is studying well necessary especially in your country?

I\'m really confuse that my country\'s culture.(about job)
A lot of company want to a high level of English.
But I\'m Korean. I can speak a high level of Korean language.
English is unnecessary for working in Korea.
But... When I submit a resume, they saw my English score first. (TOEIC or TOFEL and then they saw my technical licence)
So I have to study English for high score of English test.
I hate that type of culture.
I just enjoy studying English. Like this class.
